インドネシアでの取り組み
現在、技能実習生の入国数は、２５万１千人を超えております。毎日のように来日され、就業されています。弊社では、以前から親交のある、インドネシアの送り出し機関である、LPK Yoga Mustika PersadaのHARNO理事長から、これまでにグループ全体で約５万人以上の送り出し実績があります。
技能実習生が給料の送金を行う際の、送金手数料が高額な為に何か良案が無いものかと相談を受けておりました。また、出稼ぎ労働者の数は８００万人を超えているとの事です。各自が毎月約１０万円の送金を行うと、総額は約８０００億円にもなるのです。
インドネシアだけが技能実習生を送り出しているのでは無くアジア圏各国に送り出し機関があり、また各国の受け入れ機関が国内に多数あるので、アジア全域を視野に入れています。

When technical intern trainee sent money remittance, consultation was received as to whether there is no good idea because remittance charge is expensive.Moreover, the number of migrant workers exceeds 8 million people.When remitting about 100,000 yen each month, the total amount will be about 800 billion yen.
Indonesia alone is not sending out technical interns, but there are institutions in Asian countries to send out, and since there are many domestic host institutions in the country, we are considering the whole of Asia.
HARNO氏の実習生講義
- 各国からの技能実習生の給料の送金を担う。
- 少額ファクタリングに対応（給金に対する）
- アジア圏におけるキャッシュレス化の促進。
- 仮想通貨に規制が掛かる国においては、資金移動業として対応する。
- 各国の僻地のマイクロファイナンスにも対応。
- NIPPON PAYとの連携による日本国内での、決済に対応（予定）
- インドネシアでは、OORTHとの提携。
- 各国への進出企業の架け橋を行う。
- 送金手数料等や運用益の活用方法として、各国の日本語学校に日本人を派遣、また入国後の研修期間に現地の方言での教育を取り入れる。
- 帰国後の、事業支援を行う。
- 帰国後の事業投資や現地での起業の支援を行う。
- 農村地域での国際交流と地域の活性化を行政とともに行う。
等々を構想としています。JITCO（国際研修協力機構）や外国人技能実習機構は「技能実習制度は、労働力を補うためのものではない」と記しています。しかしながら、今後は技術を研修・実習する代わりに労働力を提供して頂く（相互扶助）という国内事情があります。JITCOや機構とは違い、行政では手の届かない、民間ならではの新たな団体として活動を行っていきます。
更に、技能実習制度のとらえ方を、これまでは日本が諸外国に支援するという一方通行的な感覚でしたが、今後は、逆に日本が労働支援を受けないといけない実情から、持ちつ持たれつの関係がより強固になり、お互いに助け合うという思考で国際交流や支援を行ってまいります。最後に、少額のファクタリング（給金に対する）に対応する為、加盟する受け入れ機関が急増すると想定できますので、アジア各国の送り出し機関との連携、受け入れ後の教育レベルアップを図るため学校建設、教員の派遣も視野に入れ邁進してまいります。

In addition, although it was a one-way feeling that Japan will support foreign countries so far, how to capture the technical internship system has been held, but from now on, in reality Japan must have labor support, We will do international exchange and support with the thought that mutual relationship will be strengthened and mutually help each other. Finally, in order to respond to a small amount of factoring (for payment), it can be assumed that the number of accepting organizations to join is rapidly increasing, so cooperation with dispatch agencies in Asian countries, construction of schools to improve the level of education after acceptance, faculty members We will continue to push forward with the dispatch of our company.
